State of Emergency COVID-19: Finance Regulations

Under the powers vested in me by Sub-Article (5) of Article 26 of the Namibian Constitution, I, subsequent to having declared by Proclamation No. 7 of 18 March 2020 that a State of Emergency exist in the whole of Namibia following a worldwide outbreak ofthe disease known as Coronavirus Disease 2019 (COVID - 19), make the regulation set out in the Schedule.Dr. Hage G. 1. Suspension of certain provisions of section 9 of Act No. 31 of 1991

Despite the provisions of section 9(2) of the State Finance Act, 1991 (Act No. 31 of 1991), the Minister of Finance is empowered to authorise the withdrawal of an amount of money exceeding three percent of the total amount appropriated by the current Appropriation Act for the period from 9 April 2020 to 30 June 2020 in order to defray expenditure on services of a special nature as contemplated in section 9(1)(b)(ii) of the said Act.
